Abstract:

For-profit higher education in the USA grew to 10% market share of all higher education enrollments as of 2010 before falling back a bit under federal regulatory pressure. State policies toward the sector have remained largely unexamined, however. We take a first cut at documenting the policy postures individual states take toward for-profit institutions - on such dimensions as financial aid, information disclosure, program review requirements, etc. - and determine that states with more active policy saw larger FP enrollment growth from 2000-2010. The direction of causation is unclear, though.

Abstract:

Higher education scholars are familiar with the close relationship between American higher education and the federal government after World War II. The G.I. Bill and Cold War concerns for maintaining the nation's technological advantage made the federal government the major benefactor of postsecondary growth. The seismic shifts of that era, though, tend to overshadow earlier developing ties between the federal government and the colleges and, more specifically, the roots of direct federal aid to college students. This article seeks to redress that problem by exploring the subtle ways that federal aid became integrated into the visions and plans of the leaders of American higher education in the years prior to World War II. By examining New Deal Era college aid at a variety of institutions of higher education in the state of Ohio, we can uncover how the earlier courtship between the federal government and the colleges helped clear the way for later, more profound changes.

Abstract:

This article considers trends in state policies that determine college affordability, including trends in state general appropriations, institutional tuition and fees, and state student financial aid. Taken together, these trends demonstrate erosion in college affordability. This article also examines one recent federal policy intervention that has shaped state policy for higher education affordability, the American Recovery and Reinvestment Act of 2009 (ARRA). My analysis of ARRA shows that the “maintenance of effort” provision in the law was effective, as there was no drop in state general appropriations for higher education (including federal ARRA funds) following implementation. However, in a related analysis, I show that ARRA is negatively associated with state spending on student financial aid. Collectively, state policy trends and the ARRA analyses underscore the need for improved state policy in promoting college affordability, as an affordable college education is out of reach for an increasing proportion of students.

Abstract:

We provide the first comprehensive estimates of the size of the for-profit higher education sector and evaluate whether for-profits increase tuition in response to federal subsidies. By using state administrative data we include institutions that do not participate in federal student aid programs and are missed in official counts. Including these institutions doubles the number of for-profits and increases students by one-third compared with official counts. Aid-eligible institutions charge tuition for sub-baccalaureate (mainly certificate) programs that is about 78 percent higher than that charged by comparable programs in nonparticipating institutions, lending some credence to the “Bennett hypothesis” of federal aid capture. Abstract:

This article considers how TUNING-compatible programme profiles could be developed in the Russian Federation in the context of: on-going reform of the higher education; introduction of the new generation of Federal State Educational Standards (FSES); development of the new professional standards; implementation of a system of public accreditation of educational programmes; and a complex system of educational quality assessment. It also analyses the results of monitoring of the effectiveness of FSES implementation in the system of Russian higher education by the Association of the Classical Universities of Russia (ACUR) that identified a number of problems in the area of programme design and implementation related to drawbacks within the current FSES. Based on the experience gained during the implementation of the TUNING RUSSIA Project (2010-2013), this article demonstrates the usefulness of the TUNING basic principles and approaches and suggests the ways TUNING profile development methodology might be successfully adapted and applied for designing educational programmes in the course of the Russian higher education reform. Creating TUNING-model degree profiles may be crucial to aid the Russian higher education institutions in the development of the new educational programs. Brief but all-encompassing formulation of the aims and outcomes and specific characteristics of an educational programme, listing competences and learning outcomes could permit higher education institutions to move from trying to comply with standards and requirements, which are sent from above but are foreign to the institutions themselves, to adopting the principle of transparency and designing better and more competitive degrees.<br /><br />

Abstract:

We examine changes in California’s FAFSA (Free Application for Federal Student Aid) applications during the COVID-19 crisis. There was little change in applications for high school graduates due to an early deadline for state aid. After the deadline—from early March to mid-August—FAFSA applications of potential college freshmen declined 14%, relative to prior years. Although there were initial declines in applications among more experienced undergraduates and graduate students, these quickly rebounded and were 8% higher relative to prior years. FAFSA applications increased more in counties that had larger increases in unemployment insurance claims but declined more in zip codes that were lower income or were more heavily Black and Hispanic.

Abstract:

The Great Recession heightened a growing conflict in the United States between expanding enrollments in postsecondary education and contracting public budget support. Weak labor market conditions during the Great Recession encouraged college enrollments, with much of the increase in enrollment occurring outside the most selective institutions. While federal aid policies, including the Pell grant, became more generous, dramatic reductions in state budget allocations made it difficult for colleges and universities to maintain programming and accommodate student demand. As a result, the Great Recession has accelerated the cost-shifting from public subsidies to individual payments in higher education.

Abstract:

In this article, we examine the effects of receiving a modest Pell Grant on financial aid packages, labor supply while in school, and academic outcomes for community college students. Using administrative data from one state, we compare students just above and below the expected family contribution cutoff for receiving a Pell Grant. We find that other financial aid adjusts in ways that vary by institution: Students at schools that offer federal loans borrowed more if they just missed the Pell eligibility threshold, but at other schools, students were instead compensated with higher state grants. Focusing on the loan-offering schools, we find suggestive evidence that receiving a modest Pell Grant leads students to reduce labor supply and increase enrollment intensity. We also provide indirect evidence that students’ initial enrollment choices are influenced by an offer of Pell Grants versus loans.

Abstract:

The college participation rates of African Americans and Latinos continue to lag behind those of other racial and ethnic groups in the United States, despite the efforts of financial aid and affirmative action policies. Two recent federal policies that are “work-first” in nature threaten to further exacerbate racial and ethnic disparities in college access. This article examines the complex ways in which the 1996 welfare reform and the 1998 Workforce Investment Act differentially affect opportunities for college enrollment among disadvantaged adults. Utilizing national and state-level data, the authors argue that both policies restrict access to postsecondary education through the implementation of their guiding philosophy, “work-first,” which emphasizes rapid job placement as the strategy of choice in achieving stable employment and moving out of poverty. These policies have reduced the size of the clientele receiving welfare and restricted access to education and training for those who remain on the rolls. Moreover, this reduction in access is particularly acute among African Americans and Latinos. Thus, the findings indicate that these work-first federal policies serve to limit higher education opportunities available to these already disadvantaged populations.

Abstract:

Intergenerational mobility is higher among college graduates than among people with lower levels of education. In light of this finding, researchers have characterized a college degree as a great equalizer leveling the playing field, and proposed that expanding higher education would promote mobility. This line of reasoning rests on the implicit assumption that the relatively high mobility observed among college graduates reflects a causal effect of college completion on intergenerational mobility, an assumption that has rarely been rigorously evaluated. This article bridges this gap. Using a novel reweighting technique, I estimate the degree of intergenerational income mobility among college graduates purged of selection processes that may drive up observed mobility in this subpopulation. Analyzing data from the National Longitudinal Survey of Youth 1979, I find that once selection processes are adjusted for, intergenerational income mobility among college graduates is very close to that among non-graduates. This finding suggests that expanding the pool of college graduates per se is unlikely to boost intergenerational income mobility in the United States. To promote mobility, public investments in higher education (e.g., federal and state student aid programs) should be targeted at low-income youth.

Abstract:

In comparison with other Western industrialized nations, the rates of pregnancy and sexually transmitted infections (STIs) among youth aged 15 to 19 in the United States is higher. Since the 1980s, the U.S. Federal Government has intervened to aid in lowering the rates of pregnancy and STIs among youth aged 15 to 19 by funding a variety of abstinence-only sex education programs. Despite almost $1.5 billion federal dollars spent on efforts to reduce pregnancy and STIs among this subpopulation, there have been overall unsustainable declines in pregnancy and STIs among youth aged 15 to 19. Significant concerns have been raised by health policy advocates, such as former Rep. Waxman (D-Calif.), and sexual health advocates about the lack of a definition for medically accurate curricula. Mixed interpretations of policies for sex education content have resulted in abstinence-only sex education programs targeting youth to reflect conservative ideology with information that is not medically accurate. To better understand the topic, a review of the historical time line and legislative actions of U.S. federal and state policies is presented. As an example, Mississippi’s state policy for sex education programs is analyzed and reviewed. Furthermore, the authors put forward the need for a standard definition of medically accurate information, offer a proposed definition, and discuss the limitations of a standard definition for sex education programs. Public health professionals and public health education specialists play a key role in ensuring that sex education programs be taught using medically accurate information to reduce the rate of STIs and prevent teen pregnancy consistently among youth aged 15 to 19.

Abstract:

Immigration federalism scholarship has established that state and local government policies can make federally defined immigration status more or less consequential. Drawing primarily on focus groups and interviews with 184 undocumented students attending the University of California, we suggest that institutional policies work alongside state and local efforts to mediate the consequences of illegality for undocumented students. We find that the Deferred Action for Childhood Arrivals program, state-funded financial aid policies, and university support programs all facilitate the integration of undocumented students by increasing access to higher education and enabling fuller participation. Although federal policies contribute to persistent barriers to academic engagement and professional development, we show that universities can intervene to improve educational experiences and opportunities. Ultimately, we argue that university policies are a key site for intervening in immigration policy and constructing immigrant illegality.

Abstract:

The international educational migration as a resource of «soft power» of the state has been analyzed in the article. Based on comprehensive analysis of the existing definitions of educational migration the author’s interpretation of this concept have been proposed. Based on the data of UNESCO, the Institute of international education of the United States, the Ministry of Science and Higher Education of the Russian Federation the statistics of international educational migration has been presented and analyzed. The main emphasis has been made on such categories of international educational migrants as students (bachelors, masters), postgraduate students. The reasons for the popularity of foreign students in countries such as Canada and the United States have been described. Based on the study two groups of factors have been highlighted: external and internal (motivational) factors, influencing decision-making in choosing the country of study.Based on the data of the Ministry of Science and Higher Education of the Russian Federation, the advantages of education in Russia have been analyzed. The issue of adaptation of foreign students in Russian universities has been considered: first-year curatorial programs, the Institute of student fellowships. It has been concluded hat Russian universities have a wealth of experience in teaching and adaptation of foreign students.The concepts and projects to attract foreign students to the Russian Federation also have been described in detail. Special attention to two projects “5–100” and “Export of Russian education” has been paid. The Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) as one of the main institutions in the export of Russian education has been designated. The measures to attract foreign students to Russian universities have been proposed.

Abstract:

Reducing fatal and serious injuries sustained in traffic crashes on tribal lands is a priority of federal, state, and local agencies in the United States. In the state of Arizona, the proportion of fatal and severe injury crashes on several areas of tribal land are 4.0% higher compared with statewide statistics. There is a need to investigate why higher proportions of fatal and severe injuries are occurring on tribal lands to plan effective countermeasures aimed at improving traffic safety in these areas. This study presents an analysis of factors affecting injury severity in crashes occurring within five tribal reservations in the state of Arizona. Crash data were obtained from the Arizona Department of Transportation, and the analysis included data for 9,597 persons involved in traffic crashes on these tribal lands for the years 2010–2016. An ordered logit model with random parameters was estimated using this data to identify factors significantly associated with severe injury outcomes in the event of a crash on tribal lands. Several person-, vehicle-, roadway-, and environmental-related variables were found to impact injury severity. For instance, alcohol and safety device usage were significantly associated with severity outcomes. The results of this study have the potential to aid transportation agencies effectively plan strategies to reduce traffic crash injuries and fatalities on tribal lands, and potential countermeasures considering the 4Es of traffic safety (engineering, education, enforcement, and emergency medical services) are discussed.

Abstract:

The problems of control and evaluation of higher education quality (training of highly qualified staff) are under consideration. Quality in the training of post graduate students, certainly, depends upon curriculum quality. Thereupon there are considered systems of indices and criteria with the aid of which one can define the degree of results achieved in this field in an educational institution. Such a circuit provides 7 indic-es and 37 criteria. For each criterion there is shown the totality of documents and materials confirming their fulfillment. The subjects of curricula control and assessment are, in particular: the curriculum structure, the results of its mastering by students; the conditions of curricula realization in an educational institution, their regulatory, procedural, resource, personnel and financial support. That is, the degree of curricula correspondence to the requirements of Federal State Educational Standards is defined and also to the requirements of a physical and legal person in the interests of which the educational activity is carried out. In this connection the introduction in practice of regulatory-documentation support of curricula state accreditation (a list of essential documents is shown) is significant. The educational process organization in accor-dance with the principles under consideration, no doubt, will allow improving highly qualified staff train-ing.

Abstract:

Amidst negative demographic trends, emigration of the young, reproductive and employable population is one of the vital issues for the further development of the Republic of Serbia. Hence, there is a need for in-depth academic research and expert discussions that would allow for a better understanding of the issue, while pointing out its limitations and potentials. Since the country’s emigration potential is not sufficiently represented in previous research, this paper aims to shed light on the phenomenon of migration by discussing the attitudes, intentions and motives of senior-year high school students. It also aims to identify the factors for the potential emigration of young people. In line with the research subject and aims, the paper relies on the focus group method. The analysis was carried out using data from a focus-group survey conducted in three local governments – the City of Leskovac, the City of Užice and the City of Zaječar. Regional centres in the southern, western and eastern parts of Serbia were selected because they best represent the heterogeneity of its socio-economic development and migration patterns. Given that the group is the main unit of analysis within the chosen qualitative research method, the respondents had to share at least one important characteristic. In this case, they were senior-year high school students, born or residing in the mentioned cities. Focus groups were organised in Medical Schools and Grammar schools, while in the City of Zaječar and the City of Leskovac, the research was conducted in the Technical School, too. During the research, a total of 15 focus-group interviews were conducted, in which 149 students participated. All respondents were 18 or 19 years old at the time of the survey, while in terms of gender structure, there were slightly more females (77 compared to 72 males). The participants recognised the importance and relevance of youth migration, showed enthusiasm and, at the same time, took the discussion seriously. The results showed that most of the participants intend to stay in Serbia, while also indicating a relatively high level of readiness to emigrate after finishing school. The intention to stay is more pronounced among the students from the City of Leskovac, which is understandable considering that this is an area where traditional family values are important. On the other hand, the intentions to emigrate are most frequent among students from the City of Zaječar, a traditional emigration area. Although the desire to aid the development of the community stands out as a significant determinant of staying, attachment to the family emerges as the main factor influencing the decision not to emigrate. When observing the respondents’ opinions according to the type of school, significant differences were noticed. Students of medical schools in all cities have to a greater extent expressed their readiness to stay in the country, which is contrary to the generally present trend of emigration of medical workers to EU countries. The research showed that students from these schools are more optimistic than students from other schools because they believe that the prospects of finding a job for their educational profile in Serbia are currently somewhat more favourable. It is important to point out that students who intend to stay in Serbia in most cases plan to continue living in one of the large regional centers – Belgrade, Novi Sad or Niš. Their decision to participate in internal migration flows can be related to the fact that they plan to continue their education in the mentioned regional centres and to stay there after graduation. It was found that students from the City of Leskovac primarily intend to continue their education in Niš, students from the City of Užice opt for faculties in Belgrade, while students from the City of Zaječar gravitate almost equally towards Belgrade and Niš. By considering the motives that influence young people’s migration intentions, it was established that economic factors have a distinct role in deciding on potential emigration. The most frequent push factor is the unfavourable financial situation in the family. When it comes to the pull-factors, the majority of respondents stated that the standard of living, higher salaries and more adequate conditions for professional development and advancement abroad are decisive for potential emigration. As to the importance of education in the process of deciding on migration, it does not appear to be a significant factor for external migration, given that a small number of students plan to continue their education abroad immediately after high school. While discussing the most significant push-factors, the participants expressed dissatisfaction with the general living conditions in Serbia. The students’ discussion about the potential destination led to the conclusion that the majority see traditional destinations of the inhabitants of Serbia as potential countries of emigration: Austria, Germany, France, the USA or Canada. When it comes to the choice of a destination, the participants emphasised the crucial importance of migration networks, i.e., connections with relatives and friends abroad. Some respondents emphasise that having relatives and acquaintances in the chosen destination country can be of great importance during integration into a new environment. Although some students emphasise that migration can improve the lives of individuals and families, the majority view emigration as a process that negatively affects the overall development of Serbia. Interestingly, the respondents in all three local government units expressed a unanimous attitude that too many resources are being invested in the development of Belgrade, while insufficient investments are directed to the planning of the development of other local governments, primarily in rural areas. Based on the discussions and exchange of opinions of focus group participants, it was possible to create certain recommendations to decision-makers to mitigate the problem of the emigration of young people. The respondents suggested several concrete measures that the state should take to improve certain aspects of life in Serbia. Their recommendations are focused, above all, on improving the economic situation, including increased monthly incomes, creating new jobs (especially for highly educated people) and encouraging youth entrepreneurship. They recognised the need for part of the investments to be directed towards rural areas in order to mitigate the effects of depopulation and economic decline. In the context of improving the education system, the recommendations call for reforms that would align education profiles with the needs of the labour market. Students in all three local governments believe that strategies and plans for future development should be tailored to the specific needs of different regions. Although the importance of youth migration is recognised at the academic level in Serbia, this phenomenon requires a more complex analysis in development and strategic documents. In this regard, qualitative research needs to intensify at the local, regional and national levels, which would enable the adoption of adequate plans, strategies and measures of population policy towards the migration of young people. The results of this paper can contribute significantly to and serve as the basis for further research on the migration processes among young people in Serbia.

Abstract:

<p class="Abstract">Canada’s important areas of expertise in open educational resources (OER) are beginning to be built upon or replicated more broadly in all education and training sectors. This paper provides an overview of the state of the art in OER initiatives and open higher education in general in Canada, providing insights into what is happening nationally and provincially. There are growing examples of OER initiatives from several Canadian institutions offering free courses to Canadians and international learners. National open education initiatives include the federal government's Open Data pilot project and the Council of Ministers of Education of Canada (CMEC) support for the Open Educational Resource Paris Declaration, as well as Creative Commons Canada. Regionally, the western provinces of British Columbia and Alberta are supporting OER as part of major open education initiatives.</p>

Abstract:

Community college presidents play a critical role in making decisions that shape the organizational cultures and policies of their institutions. This study explored the perceptions of 15 public community college presidents in Texas. Using focus groups and grounded theory methods, this research applied analytical frameworks focused on human resources in education to examine how community college presidents make decisions about financial aid departments. In doing so, this study also shares mechanisms that community college presidents use to encourage professional development for financial aid staff. Findings show that the decision-making process of community college presidents is highly influenced by the “culture of compliance” that many financial aid departments experience as a result of state and federal regulations. The findings also highlight the need for presidents to engage in relationship building within and outside of the institution to encourage professional development opportunities for staff. Implications for higher education practice are offered.

Abstract:

Indigenous cross-cultural training has been around since the 1980s. It is often seen as a way to increase the skills and competency of staff engaged in providing service to Indigenous clients and customers, teaching Indigenous students within universities and schools, or working with Indigenous communities (Fredericks and Bargallie, “Indigenous”; “Which Way”). In this article we demonstrate how such training often exposes power, whiteness, and concepts of an Indigenous “other”. We highlight how cross-cultural training programs can potentially provide a setting in which non-Indigenous participants can develop a deeper realisation of how their understandings of the “other” are formed and enacted within a “white” social setting. Revealing whiteness as a racial construct enables people to see race, and “know what racism is, what it is not and what it does” (Bargallie, 262). Training participants can use such revelations to develop their racial literacy and anti-racist praxis (Bargallie), which when implemented have the capacity to transform inequitable power differentials in their work with Indigenous peoples and organisations.What Does the Literature Say about Cross-Cultural Training? An array of names are used for Indigenous cross-cultural training, including cultural awareness, cultural competency, cultural responsiveness, cultural safety, cultural sensitivity, cultural humility, and cultural capability. Each model takes on a different approach and goal depending on the discipline or profession to which the training is applied (Hollinsworth). Throughout this article we refer to Indigenous cross-cultural training as “cultural competence” or “cultural awareness” and discuss these in relation to their application within higher education institutions. While literature on health and human services programs in Australia, Canada, New Zealand, and other nation states provide clear definitions of terms such as “cultural safety”, cultural competence or cultural awareness is often lacking a concise and consistent definition.Often delivered as a half day or a one to two-day training course, it is unrealistic to think that Indigenous cultural competence can be achieved through one’s mere attendance and participation. Moreover, when courses centre on “cultural differences” and enable revelations about those differences they are in danger of presenting idealised notions of Indigeneity. Cultural competence becomes a process through which an Indigenous “other” is objectified, while very little is offered by way of translating knowledge and skills into practice when working with Indigenous peoples.What this type of learning has the capacity to do is oversimplify and reinforce racism and racist stereotypes of Indigenous peoples and Indigenous cultures. What is generally believed is that if non-Indigenous peoples know more about Indigenous peoples and cultures, relationships between Indigenous and non-Indigenous peoples will somehow improve. The work of Goenpul scholar Aileen Moreton-Robinson is vital to draw on here, when she asks, has the intellectual investment in defining our cultural differences resulted in the valuing of our knowledges? Has the academy become a more enlightened place in which to work, and, more important, in what ways have our communities benefited? (xvii)What is revealed in a range of studies – whether centring on racism and discrimination or the ongoing disparities across health, education, incarceration, employment, and more – is that despite forty plus years of training focused on understanding cultural differences, very little has changed. Indigenous knowledges continue to be devalued and overlooked. Everyday and structural racisms shape everyday experiences for Indigenous employees in Australian workplaces such as the Australian Public Service (Bargallie) and the Australian higher education sector (Fredericks and White).As the literature demonstrates, the racial division of labour in such institutions often leaves Indigenous employees languishing on the lower rungs of the employment ladder (Bargallie). The findings of an Australian university case study, discussed below, highlights how power, whiteness, and concepts of “otherness” are exposed and play out in cultural competency training. Through their exposure, we argue that better understandings about Indigenous Australians, which are not based on culture difference but personal reflexivity, may be gained. Revealing What Was Needed in the Course’s Foundation and ImplementationThis case study is centred within a regional Australian university across numerous campuses. In 2012, the university council approved an Aboriginal and Torres Strait Islander strategy, which included a range of initiatives, including the provision of cross-cultural training for staff. In developing the training, a team explored the evidence as it related to university settings (Anning; Asmar; Butler and Young; Fredericks; Fredericks and Thompson; Kinnane, Wilks, Wilson, Hughes and Thomas; McLaughlin and Whatman). This investigation included what had been undertaken in other Australian universities (Anderson; University of Sydney) and drew on the recommendations from earlier research (Behrendt, Larkin, Griew and Kelly; Bradley, Noonan, Nugent and Scales; Universities Australia). Additional consultation took place with a broad range of internal and external stakeholders.While some literature on cross-cultural training centred on the need to understand cultural differences, others exposed the problems of focusing entirely on difference (Brach and Fraser; Campinha-Bacote; Fredericks; Spencer and Archer; Young). The courses that challenged the centrality of cultural difference explained why race needed to be at the core of its training, highlighting its role in enabling discussions of racism, bias, discrimination and how these may be used as means to facilitate potential individual and organisational change. This approach also addressed stereotypes and Eurocentric understandings of what and who is an Indigenous Australian (Carlson; Gorringe, Ross and Forde; Hollinsworth; Moreton-Robinson). It is from this basis that we worked and grew our own training program. Working on this foundational premise, we began to separate content that showcased the fluidity and diversity of Indigenous peoples and refrained from situating us within romantic notions of culture or presenting us as an exotic “other”. In other words, we embraced work that responded to non-Indigenous people’s objectified understandings and expectations of us. For example, the expectation that Indigenous peoples will offer a Welcome to Country, performance, share a story, sing, dance, or disseminate Indigenous knowledges. While we recognise that some of these cultural elements may offer enjoyment and insight to non-Indigenous people, they do not challenge behaviours or the nature of the relationships that non-Indigenous people have with Aboriginal and Torres Strait Islander peoples (Bargallie; Fredericks; Hollinsworth; Westwood and Westwood; Young).The other content which needed separating were the methods that enabled participants to understand and own their standpoints. This included the use of critical Indigenous studies as a form of analysis (Moreton-Robinson). Critical race theory (Delgado and Stefancic) was also used as a means for participants to interrogate their own cultural positionings and understand the pervasive nature of race and racism in Australian society and institutions (McLaughlin and Whatman). This offered all participants, both non-Indigenous and Indigenous, the opportunity to learn how institutional racism operates, and maintains discrimination, neglect, abuse, denial, and violence, inclusive of the continued subjugation that exists within higher education settings and broader society.We knew that the course needed to be available online as well as face-to-face. This would increase accessibility to staff across the university community. We sought to embed critical thinking as we began to map out the course, including the theory in the sections that covered colonisation and the history of Indigenous dispossession, trauma and pain, along with the ongoing effects of federal and state policies and legislations that locates racism at the core of Australian politics. In addition to documenting the ongoing effects of racism, we sought to ensure that Indigenous resistance, agency, and activism was highlighted, showing how this continues, thus linking the past to the contemporary experiences of Indigenous peoples.Drawing on the work of Bargallie we wanted to demonstrate how Aboriginal and Torres Strait Islander peoples experience racism through systems and structures in their everyday work with colleagues in large organisations, such as universities. Participants were asked to self-reflect on how race impacts their day-to-day lives (McIntosh). The final session of the training focused on the university’s commitment to “Closing the Gap” and its Reconciliation Action Plan (RAP). The associated activity involved participants working individually and in small groups to discuss and consider what they could contribute to the RAP activities and enact within their work environments. Throughout the training, participants were asked to reflect on their personal positioning, and in the final session they were asked to draw from these reflections and discuss how they would discuss race, racism and reconciliation activities with the governance of their university (Westwood and Westwood; Young).Revelations in the Facilitators, Observers, and Participants’ Discussions? This section draws on data collected from the first course offered within the university’s pilot program. During the delivery of the in-person training sessions, two observers wrote notes while the facilitators also noted their feelings and thoughts. After the training, the facilitators and observers debriefed and discussed the delivery of the course along with the feedback received during the sessions.What was noticed by the team was the defensive body language of participants and the types of questions they asked. Team members observed how there were clear differences between the interest non-Indigenous participants displayed when talking about Aboriginal and Torres Strait Islander peoples and a clear discomfort when they were asked to reflect on their own position in relation to Indigenous people. We noted that during these occasions some participants crossed their arms, two wrote notes to each other across the table, and many participants showed discomfort. When the lead facilitator raised this to participants during the sessions, some expressed their dislike and discomfort at having to talk about themselves. A couple were clearly unhappy and upset. We found this interesting as we were asking participants to reflect and talk about how they interpret and understand themselves in relation to Indigenous people and race, privilege, and power.This supports the work of DiAngelo who explains that facilitators can spend a lot of time trying to manage the behaviour of participants. Similarly, Castagno identifies that sometimes facilitators of training might overly focus on keeping participants happy, and in doing so, derail the hard conversations needed. We did not do either. Instead, we worked to manage the behaviours expressed and draw out what was happening to break the attempts to silence racial discussions. We reiterated and worked hard to reassure participants that we were in a “safe space” and that while such discussions may be difficult, they were worth working through on an individual and collective level.During the workshop, numerous emotions surfaced, people laughed at Indigenous humour and cried at what they witnessed as losses. They also expressed anger, defensiveness, and denial. Some participants revelled in hearing answers to questions that they had long wondered about; some openly discussed how they thought they had discovered a distant Aboriginal relative. Many questions surfaced, such as why hadn’t they ever been told this version of Australian history? Why were we focusing on them and not Aboriginal people? How could they be racist when they had an Aboriginal friend or an Aboriginal relative?Some said they felt “guilty” about what had happened in the past. Others said they were not personally responsible or responsible for the actions of their ancestors, questioning why they needed to go over such history in the first place? Inter-woven within participants’ revelations were issues of racism, power, whiteness, and white privilege. Many participants took a defensive stance to protect their white privilege (DiAngelo). As we worked through these issues, several participants started to see their own positionality and shared this with the group. Clearly, the revelation of whiteness as a racial construct was a turning point for some. The language in the group also changed for some participants as revelations emerged through the interrogation and unpacking of stories of racism. Bargallie’s work exploring racism in the workplace, explains that “racism”, as both a word and theme, is primarily absent in conversations amongst non-Indigenous colleagues. Despite its entrenchment in the dialogue, it is rarely, if ever addressed. In fact, for many non-Indigenous people, the fear of being accused of racism is worse than the act of racism itself (Ahmed; Bargallie). We have seen this play out within the media, sport, news bulletins, and more. Lentin describes the act of denying racism despite its existence in full sight as “not racism”, arguing that its very denial is “a form of racist violence” (406).Through enhancing racial literacy, Bargallie asserts that people gain a better understanding of “what racism is, what racism is not and how race works” (258). Such revelations can work towards dismantling racism in workplaces. Individual and structural racism go hand-in-glove and must be examined and addressed together. This is what we wanted to work towards within the cultural competency course. Through the use of critical Indigenous studies and critical race theory we situated race, and not cultural difference, as central, providing participants with a racial literacy that could be used as a tool to challenge and dismantle racism in the workplace.Revelations in the Participant Evaluations?The evaluations revealed that our intention to disrupt the status quo in cultural competency training was achieved. Some of the discussions were difficult and this was reflected in the feedback. It was valuable to learn that numerous participants wanted to do more through group work, conversations, and problem resolution, along with having extra reading materials. This prompted our decision to include extra links to resource learning materials through the course’s online site. We also opted to provide all participants with a copy of the book Indigenous Australia for Dummies (Behrendt). The cost of the book was built into the course and future participants were thankful for this combination of resources.One unexpected concern raised by participants was that the course should not be “that hard”, and that we should “dumb down” the course. We were astounded considering that many participants were academics and we were confident that facilitators of other mandatory workplace training, for example, staff Equal Employment Opportunity (EEO), Fire Safety, Risk Management, Occupational Health and Safety, Discrimination and more, weren’t asked to “dumb down” their content. We explained to the participants what content we had been asked to deliver and knew their responses demonstrated white fragility. We were not prepared to adjust the course and dumb it down for white understandings and comfortabilities (Leonardo and Porter).Comments that were expected included that the facilitators were “passionate”, “articulate”, demonstrated “knowledge” and effectively “dealt with issues”. A couple of the participants wrote that the facilitators were “aggressive” or “angry”. This however is not new for us, or new to other Aboriginal women. We know Aboriginal women are often seen as “aggressive” and “angry”, when non-Indigenous women might be described as “passionate” or “assertive” for saying exactly the same thing. The work of Aileen Moreton-Robinson in Australia, and the works of numerous other Aboriginal women provide evidence of this form of racism (Fredericks and White; Bargallie; Bond). Internationally, other Indigenous women and women of colour document the same experiences (Lorde). Participants’ assessment of the facilitators is consistent with the racism expressed through racial microaggression outside of the university, and in other organisations. This is despite working in the higher education sector, which is normally perceived as a more knowledgeable and informed environment. Needless to say, we did not take on these comments.The evaluations did offer us the opportunity to adjust the course and make it stronger before it was offered across the university where we received further evaluation of its success. Despite this, the university decided to withdraw and reallocate the money to the development of a diversity training course that would cover all equity groups. This meant that Aboriginal and Torres Strait Islander peoples would be covered along with sexual diversity, gender, disability, and people from non-English speaking backgrounds. The content focused on Aboriginal and Torres Strait Islander peoples was reduced to one hour of the total course. Including Aboriginal and Torres Strait Islander peoples in this way is not based on evidence and works to minimise Indigenous Australians and their inherent rights and sovereignty to just another “equity group”. Conclusion We set out to develop and deliver a cross-cultural course that was based on evidence and a foundation of 40 plus years’ experience in delivering such training. In addition, we sought a program that would align with the university’s Reconciliation Action Plan and the directions being undertaken in the sector and by Universities Australia. Through engaging participants in a process of critical thinking centring on race, we developed a training program that successfully fostered self-reflection and brought about revelations of whiteness.Focusing on cultural differences has proven ineffective to the work needed to improve the lives of Indigenous Australian peoples. Recognising this, our discussions with participants directly challenged racist and negative stereotypes, individual and structural racism, prejudices, and white privilege. By centring race over cultural difference in cultural competency training, we worked to foster self-revelation within participants to transform inequitable power differentials in their work with Indigenous peoples and organisations. The institution’s disbandment and defunding of the program however is a telling revelation in and of itself, highlighting the continuing struggle and importance of placing additional pressure on persons, institutions, and organisations to implement meaningful structural change. He disclosed to viewers that the Minister for Education, Science and Training had suffered a false start in his education, enrolling in one semester of an economics degree that was never completed. The following year, he commenced a medical qualification and went on to become a practicing doctor. He did not pay fees for any of his University courses. When reminded of these events, Dr Nelson became agitated, and revealed information not included in the public presentation of the budget of that year, including a ‘cap’ on HECS-funded places of five years for each student. He justified such a decision with the cliché that Australia’s taxpayers do not want “professional students completing degree after degree.” The Minister confirmed that the primary – and perhaps the only – task for university academics was to ‘train’ young people for the workforce. The fact that nearly 50% of students in some Australian Universities are over the age of twenty five has not entered his vision. He wanted young people to complete a rapid degree and enter the workforce, to commence paying taxes and the debt or loan required to fund a full fee-paying place. Now – nearly two years after this interview and with the Howard government blessed with a new mandate – it is time to ask how this administration will order education and value teaching and learning. The curbing of the time available to complete undergraduate courses during their last term in office makes plain the Australian Liberal Government’s stance on formal, publicly-funded lifelong learning. The notion that a student/worker can attain all required competencies, skills, attributes, motivations and ambitions from a single degree is an assumption of the new funding model. It is also significant to note that while attention is placed on the changing sources of income for universities, there have also been major shifts in the pattern of expenditure within universities, focusing on branding, marketing, recruitment, ‘regional’ campuses and off-shore courses. Similarly, the short-term funding goals of university research agendas encourage projects required by industry, rather than socially inflected concerns. There is little inevitable about teaching, research and education in Australia, except that the Federal Government will not create a fully-funded model for lifelong learning. The task for those of us involved in – and committed to – education in this environment is to probe the form and rationale for a (post) publicly funded University. This short paper for the ‘order’ issue of M/C explores learning and teaching within our current political and economic order. Particularly, I place attention on the synergies to such an order via phrases like the knowledge economy and the creative industries. To move beyond the empty promises of just-in-time learning, on-the-job training, graduate attributes and generic skills, we must reorder our assumptions and ask difficult questions of those who frame the context in which education takes place. For the term of your natural life Learning is a big business. Whether discussing the University of the Third Age, personal development courses, self help bestsellers or hard-edged vocational qualifications, definitions of learning – let alone education – are expanding. Concurrent with this growth, governments are reducing centralized funding and promoting alternative revenue streams. The diversity of student interests – or to use the language of the time, client’s learning goals – is transforming higher education into more than the provision of undergraduate and postgraduate degrees. The expansion of the student body beyond the 18-25 age group and the desire to ‘service industry’ has reordered the form and purpose of formal education. The number of potential students has expanded extraordinarily. As Lee Bash realized Today, some estimates suggest that as many as 47 percent of all students enrolled in higher education are over 25 years old. In the future, as lifelong learning becomes more integrated into the fabric of our culture, the proportion of adult students is expected to increase. And while we may not yet realize it, the academy is already being transformed as a result. (35) Lifelong learning is the major phrase and trope that initiates and justifies these changes. Such expansive economic opportunities trigger the entrepreneurial directives within universities. If lifelong learning is taken seriously, then the goals, entry standards, curriculum, information management policies and assessments need to be challenged and changed. Attention must be placed on words and phrases like ‘access’ and ‘alternative entry.’ Even more consideration must be placed on ‘outcomes’ and ‘accountability.’ Lifelong learning is a catchphrase for a change in purpose and agenda. Courses are developed from a wide range of education providers so that citizens can function in, or at least survive, the agitation of the post-work world. Both neo-liberal and third way models of capitalism require the labeling and development of an aspirational class, a group who desires to move ‘above’ their current context. Such an ambiguous economic and social goal always involves more than the vocational education and training sector or universities, with the aim being to seamlessly slot education into a ‘lifestyle.’ The difficulties with this discourse are two-fold. Firstly, how effectively can these aspirational notions be applied and translated into a real family and a real workplace? Secondly, does this scheme increase the information divide between rich and poor? There are many characteristics of an effective lifelong learner including great personal motivation, self esteem, confidence and intellectual curiosity. In a double shifting, change-fatigued population, the enthusiasm for perpetual learning may be difficult to summon. With the casualization of the post-Fordist workplace, it is no surprise that policy makers and employers are placing the economic and personal responsibility for retraining on individual workers. Instead of funding a training scheme in the workplace, there has been a devolving of skill acquisition and personal development. Through the twentieth century, and particularly after 1945, education was the track to social mobility. The difficulty now – with degree inflation and the loss of stable, secure, long-term employment – is that new modes of exclusion and disempowerment are being perpetuated through the education system. Field recognized that “the new adult education has been embraced most enthusiastically by those who are already relatively well qualified.” (105) This is a significant realization. Motivation, meta-learning skills and curiosity are increasingly being rewarded when found in the already credentialed, empowered workforce. Those already in work undertake lifelong learning. Adult education operates well for members of the middle class who are doing well and wish to do better. If success is individualized, then failure is also cast on the self, not the social system or policy. The disempowered are blamed for their own conditions and ‘failures.’ The concern, through the internationalization of the workforce, technological change and privatization of national assets, is that failure in formal education results in social exclusion and immobility. Besides being forced into classrooms, there are few options for those who do not wish to learn, in a learning society. Those who ‘choose’ not be a part of the national project of individual improvement, increased market share, company competitiveness and international standards are not relevant to the economy. But there is a personal benefit – that may have long term political consequences – from being ‘outside’ society. Perhaps the best theorist of the excluded is not sourced from a University, but from the realm of fictional writing. Irvine Welsh, author of the landmark Trainspotting, has stated that What we really need is freedom from choice … People who are in work have no time for anything else but work. They have no mental space to accommodate anything else but work. Whereas people who are outside the system will always find ways of amusing themselves. Even if they are materially disadvantaged they’ll still find ways of coping, getting by and making their own entertainment. (145-6) A blurring of work and learning, and work and leisure, may seem to create a borderless education, a learning framework uninhibited by curriculum, assessment or power structures. But lifelong learning aims to place as many (national) citizens as possible in ‘the system,’ striving for success or at least a pay increase which will facilitate the purchase of more consumer goods. Through any discussion of work-place training and vocationalism, it is important to remember those who choose not to choose life, who choose something else, who will not follow orders. Everybody wants to work The great imponderable for complex economic systems is how to manage fluctuations in labour and the market. The unstable relationship between need and supply necessitates flexibility in staffing solutions, and short-term supplementary labour options. When productivity and profit are the primary variables through which to judge successful management, then the alignments of education and employment are viewed and skewed through specific ideological imperatives. The library profession is an obvious occupation that has confronted these contradictions. It is ironic that the occupation that orders knowledge is experiencing a volatile and disordered workplace. In the past, it had been assumed that librarians hold a degree while technicians do not, and that technicians would not be asked to perform – unsupervised – the same duties as librarians. Obviously, such distinctions are increasingly redundant. Training packages, structured through competency-based training principles, have ensured technicians and librarians share knowledge systems which are taught through incremental stages. Mary Carroll recognized the primary questions raised through this change. If it is now the case that these distinctions have disappeared do we need to continue to draw them between professional and para-professional education? Does this mean that all sectors of the education community are in fact learning/teaching the same skills but at different levels so that no unique set of skills exist? (122) With education reduced to skills, thereby discrediting generalist degrees, the needs of industry have corroded the professional standards and stature of librarians. Certainly, the abilities of library technicians are finally being valued, but it is too convenient that one of the few professions dominated by women has suffered a demeaning of knowledge into competency. Lifelong learning, in this context, has collapsed high level abilities in information management into bite sized chunks of ‘skills.’ The ideology of lifelong learning – which is rarely discussed – is that it serves to devalue prior abilities and knowledges into an ever-expanding imperative for ‘new’ skills and software competencies. For example, ponder the consequences of Hitendra Pillay and Robert Elliott’s words: The expectations inherent in new roles, confounded by uncertainty of the environment and the explosion of information technology, now challenge us to reconceptualise human cognition and develop education and training in a way that resonates with current knowledge and skills. (95) Neophilliacal urges jut from their prose. The stress on ‘new roles,’ and ‘uncertain environments,’ the ‘explosion of information technology,’ ‘challenges,’ ‘reconceptualisations,’ and ‘current knowledge’ all affirms the present, the contemporary, and the now. Knowledge and expertise that have taken years to develop, nurture and apply are not validated through this educational brief. The demands of family, work, leisure, lifestyle, class and sexuality stretch the skin taut over economic and social contradictions. To ease these paradoxes, lifelong learning should stress pedagogy rather than applications, and context rather than content. Put another way, instead of stressing the link between (gee wizz) technological change and (inevitable) workplace restructuring and redundancies, emphasis needs to be placed on the relationship between professional development and verifiable technological outcomes, rather than spruiks and promises. Short term vocationalism in educational policy speaks to the ordering of our public culture, requiring immediate profits and a tight dialogue between education and work. Furthering this logic, if education ‘creates’ employment, then it also ‘creates’ unemployment. Ironically, in an environment that focuses on the multiple identities and roles of citizens, students are reduced to one label – ‘future workers.’ Obviously education has always been marinated in the political directives of the day. The industrial revolution introduced a range of technical complexities to the workforce. Fordism necessitated that a worker complete a task with precision and speed, requiring a high tolerance of stress and boredom. Now, more skills are ‘assumed’ by employers at the time that workplaces are off-loading their training expectations to the post-compulsory education sector. Therefore ‘lifelong learning’ is a political mask to empower the already empowered and create a low-level skill base for low paid workers, with the promise of competency-based training. Such ideologies never need to be stated overtly. A celebration of ‘the new’ masks this task. Not surprisingly therefore, lifelong learning has a rich new life in ordering creative industries strategies and frameworks. Codifying the creative The last twenty years have witnessed an expanding jurisdiction and justification of the market. As part of Tony Blair’s third way, the creative industries and the knowledge economy became catchwords to demonstrate that cultural concerns are not only economically viable but a necessity in the digital, post-Fordist, information age. Concerns with intellectual property rights, copyright, patents, and ownership of creative productions predominate in such a discourse. Described by Charles Leadbeater as Living on Thin Air, this new economy is “driven by new actors of production and sources of competitive advantage – innovation, design, branding, know-how – which are at work on all industries.” (10) Such market imperatives offer both challenges and opportunity for educationalists and students. Lifelong learning is a necessary accoutrement to the creative industries project. Learning cities and communities are the foundations for design, music, architecture and journalism. In British policy, and increasingly in Queensland, attention is placed on industry-based research funding to address this changing environment. In 2000, Stuart Cunningham and others listed the eight trends that order education, teaching and learning in this new environment. The Changes to the Provision of Education Globalization The arrival of new information and communication technologies The development of a knowledge economy, shortening the time between the development of new ideas and their application. The formation of learning organizations User-pays education The distribution of knowledge through interactive communication technologies (ICT) Increasing demand for education and training Scarcity of an experienced and trained workforce Source: S. This table reverberates with the current challenges confronting education. Mobilizing such changes requires the lubrication of lifelong learning tropes in university mission statements and the promotion of a learning culture, while also acknowledging the limited financial conditions in which the educational sector is placed. For university scholars facilitating the creative industries approach, education is “supplying high value-added inputs to other enterprises,” (Hartley and Cunningham 5) rather than having value or purpose beyond the immediately and applicably economic. The assumption behind this table is that the areas of expansion in the workforce are the creative and service industries. In fact, the creative industries are the new service sector. This new economy makes specific demands of education. There are myriad assumptions lurking in Flew’s fascinating table. The imperative is short courses on the web, servicing the needs of industry. He described the product of this system as a “learner-earner.” (50) This ‘forty year degree’ is based on lifelong learning ideologies. However Flew’s ideas are undermined by the current government higher education agenda, through the capping – through time – of courses. The effect on the ‘learner-earner’ in having to earn more to privately fund a continuance of learning – to ensure that they keep on earning – needs to be addressed. There will be consequences to the housing market, family structures and leisure time. The costs of education will impact on other sectors of the economy and private lives. Also, there is little attention to the groups who are outside this taken-for-granted commitment to learning. Flew noted that barriers to greater participation in education and training at all levels, which is a fundamental requirement of lifelong learning in the knowledge economy, arise in part out of the lack of provision of quality technology-mediated learning, and also from inequalities of access to ICTs, or the ‘digital divide.’ (51) In such a statement, there is a misreading of teaching and learning. Such confusion is fuelled by the untheorised gap between ‘student’ and ‘consumer.’ The notion that technology (which in this context too often means computer-mediated platforms) is a barrier to education does not explain why conventional distance education courses, utilizing paper, ink and postage, were also unable to welcome or encourage groups disengaged from formal learning. Flew and others do not confront the issue of motivation, or the reason why citizens choose to add or remove the label of ‘student’ from their bag of identity labels. The stress on technology as both a panacea and problem for lifelong learning may justify theories of convergence and the integration of financial, retail, community, health and education provision into a services sector, but does not explain why students desire to learn, beyond economic necessity and employer expectations. Based on these assumptions of expanding creative industries and lifelong learning, the shape of education is warping. An ageing population requires educational expenditure to be reallocated from primary and secondary schooling and towards post-compulsory learning and training. This cost will also be privatized. When coupled with immigration flows, technological changes and alterations to market and labour structures, lifelong learning presents a profound and personal cost. An instrument for economic and social progress has been individualized, customized and privatized. The consequence of the ageing population in many nations including Australia is that there will be fewer young people in schools or employment. Such a shift will have consequences for the workplace and the taxation system. Similarly, those young workers who remain will be far more entrepreneurial and less loyal to their employers. Public education is now publically-assisted education. Jane Jenson and Denis Saint-Martin realized the impact of this change. The 1980s ideological shift in economic and social policy thinking towards policies and programmes inspired by neo-liberalism provoked serious social strains, especially income polarization and persistent poverty. An increasing reliance on market forces and the family for generating life-chances, a discourse of ‘responsibility,’ an enthusiasm for off-loading to the voluntary sector and other altered visions of the welfare architecture inspired by neo-liberalism have prompted a reaction. There has been a wide-ranging conversation in the 1990s and the first years of the new century in policy communities in Europe as in Canada, among policy makers who fear the high political, social and economic costs of failing to tend to social cohesion. (78) There are dense social reorderings initiated by neo-liberalism and changing the notions of learning, teaching and education. There are yet to be tracked costs to citizenship. The legacy of the 1980s and 1990s is that all organizations must behave like businesses. In such an environment, there are problems establishing social cohesion, let alone social justice. To stress the product – and not the process – of education contradicts the point of lifelong learning. Compliance and complicity replace critique. (Post) learning The Cold War has ended. The great ideological battle between communism and Western liberal democracy is over. Most countries believe both in markets and in a necessary role for Government. There will be thunderous debates inside nations about the balance, but the struggle for world hegemony by political ideology is gone. What preoccupies decision-makers now is a different danger. It is extremism driven by fanaticism, personified either in terrorist groups or rogue states. Tony Blair (http://www.number-10.gov.uk/output/Page6535.asp) Tony Blair, summoning his best Francis f*ckuyama impersonation, signaled the triumph of liberal democracy over other political and economic systems. His third way is unrecognizable from the Labour party ideals of Clement Attlee. Probably his policies need to be. Yet in his second term, he is not focused on probing the specificities of the market-orientation of education, health and social welfare. Instead, decision makers are preoccupied with a war on terror. Such a conflict seemingly justifies large defense budgets which must be at the expense of social programmes. There is no recognition by Prime Ministers Blair or Howard that ‘high-tech’ armory and warfare is generally impotent to the terrorist’s weaponry of cars, bodies and bombs. This obvious lesson is present for them to see. After the rapid and successful ‘shock and awe’ tactics of Iraq War II, terrorism was neither annihilated nor slowed by the Coalition’s victory. Instead, suicide bombers in Saudi Arabia, Morocco, Indonesia and Israel snuck have through defenses, requiring little more than a car and explosives. More Americans have been killed since the war ended than during the conflict. Wars are useful when establishing a political order. They sort out good and evil, the just and the unjust. Education policy will never provide the ‘big win’ or the visible success of toppling Saddam Hussein’s statue. The victories of retraining, literacy, competency and knowledge can never succeed on this scale. As Blair offered, “these are new times. New threats need new measures.” (ht tp://www.number-10.gov.uk/output/Page6535.asp) These new measures include – by default – a user pays education system. In such an environment, lifelong learning cannot succeed. It requires a dense financial commitment in the long term. A learning society requires a new sort of war, using ideas not bullets. Abstract:

One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (fa*gan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:

Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (fa*gan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:

Political activity is expected to be of interest to a knowledgeable electorate, citizenry or ‘public’. Performance and entertainment have, on the other hand, been considered the domain of the ‘audience’. The line between active electorate and passive audience has been continually blurred, and as more political communication is designed along the lines of entertainment, the less likely it seems that the distinction will become clearer any time soon. The following article will attempt to thoroughly evaluate the contemporary implications of terms related to ‘public’ and ‘audience’, and to suggest a path forward in understanding the now intertwined roles of these two entities. In political commentary of all kinds, the term ‘audience’ has come to be regularly used in place of the more traditionally political terms ‘public’, ‘electorate’, ‘constituency’ or even ‘mass’, ‘mob’ and ‘multitude’. (Bratich 249) This slight alteration of language would seem to suggest an ongoing, and occasionally unintentional debate as to whether or not our increasingly mediated society has become incapable of true political discourse – an audience to be courted and won solely on the basis of visual and aural stimulation. In some instances, the debate goes unacknowledged, with authors using the term interchangeably with that of voter or public. Others seem to be making a more definite statement, as do the authors of Campaign Craft, wherein the term ‘audience’ is often used to refer to the voting population. (Shea and Burton) In either case, it is clear that the ‘public’ and the ‘audience’ are no longer to be considered two entirely separate entities. To understand the significance of this shift, it is necessary to identify the traditional distinctions of these sometimes problematic terms. To do so we must look briefly at how the original and contemporary meanings have developed. Herbert Blau writes that “audiences, such as they are, are nothing like a public, certainly nothing like the capitalised Public of another time” (Blau 22). That “capitalised Public” he refers to is perhaps the ideal state envisioned by Greek and Roman philosophers in which the community, as a whole, is maintained by and for its own members, and each individual plays a significant and specific role in its maintenance. The “audiences”, however, can be popularly defined as “the assembled spectators or listeners at a public event such as a play, film, concert, or meeting” or “the people giving attention to something”. (Soanes & Stevenson) The difference is subtle but significant. The public is expected to take some active interest in its own maintenance and growth, while the audience is not expected to offer action, just attention. The authors of Soundbite Culture, who would seem to see the blurring between audience and public as a negative side effect of mass media, offer this description of the differences between these two entities: Audiences are talked to; publics are talked with. Audiences are entertained; publics are engaged. Audiences live in the moment; publics have both memory and dreams. Audiences have opinions, publics have thoughts. (Slayden & Whillock 7) A ‘public’ is joined by more than their attendance at or attention to a single performance and responsible for more than just the experience of that performance. While an audience is expected to do little more than consume the performance before them, a public must respond to an experience with appropriate action. A public is a community, bound together by activity and mutual concerns. An audience is joined together only by their mutual interest in, or presence at, a performance. Carpini and Williams note that the term ‘public’ is no longer an adequate way to describe the complex levels of interaction that form contemporary political discourse: “people, politics, and the media are far more complex than this. Individuals are simultaneously citizens, consumers, audiences…and so forth” (Carpini & Williams in Bennett & Entman 161). Marshall sees the audience as both a derivative of and a factor in the larger, more political popular body called the “masses”. These masses define the population largely as an unorganised political power, while audiences emerge in relation to consumer products, as rationalised and therefore somewhat subdued categories within that scope. He notes that although the audience, in the twentieth century, has emerged as a “social category” of its own, it has developed as such in relation to both the unharnessed political power of the masses and the active political power of the public (Marshall 61-70). The audience, then, can be said to be a separate but overlapping state that rationalises and segments the potential of the masses, but also informs the subsequent actions of the public. An audience without some degree of action or involvement is not a public. Such a definition provides important insights into the debate from the perspective of political communication. The cohesiveness of the group that is to define the public can be undermined by mass media. It has been argued that mass media, in particular the internet, have removed all sense of local community and instead provided an information outlet that denies individual response. (Franklin 23; Postman 67-69) It can certainly be argued that with media available on such an instant and individual basis, the necessity of group gathering for information and action has been greatly reduced. Thus, one of the primary functions of the public is eliminated, that of joining together for information. This lack of communal information gathering can eliminate the most important functions of the public: debate and personal action. Those who tune-in to national broadcasts or even read national newspapers to receive political information are generally not invited to debate and pose solutions to the problems that are introduced to them, or to take immediate steps to resolve the conflicts addressed. Instead, they are asked only to fulfill that traditional function of the audience, to receive the information and either absorb or dismiss it. Media also blur the audience/public divide by making it necessary to change the means of political communication. Previous to the advent of mass media, political communication was separated from entertainment by its emphasis on debate and information. Television has led a turn toward more ‘emotion’ and image-based campaigning both for election and for support of a particular political agenda. This subsequently implies that this public has increasingly become primarily an audience. Although this attitude is one that has been adopted by many critics and observers, it is not entirely correct to say that there are no longer any opportunities for the audience to regain their function as a public. On a local level, town hall meetings, public consultations and rallies still exist and provide an opportunity for concerned citizens to voice their opinions and assist in forming local policy. Media, often accused of orchestrating the elimination of the active public, occasionally provide opportunities for more traditional public debate. In both Canada and the US, leaders are invited to participate in ‘town hall’ style television debates in which audience members are invited to ask questions. In the UK, both print media and television tend to offer opportunities for leaders to respond to the questions and concerns of individuals. Many newspapers publish responses and letters from many different readers, allowing for public debate and interaction. (McNair 13) In addition, newspapers such as The Washington Post and The Globe and Mail operate Websites that allow the public to comment on articles published in the paper text. In Canada, radio is often used as a forum for public debate and comment. The Canadian Broadcast Corporation’s Cross Country Check Up and Cross Talk allows mediated debate between citizens across the country. Regional stations offer similar programming. Local television news programmes often include ‘person on the street’ interviews on current issues and opportunities for the audience to voice their arguments on-air. Of course, in most of these instances, the information received from the audience is moderated, and shared selectively. This does not, however, negate the fact that there is interaction between that audience and the media. Perhaps the greatest challenge to traditional interpretations of media-audience response is the proliferation of the internet. As McNair observes, “the emergence of the internet has provided new opportunities for public participation in political debate, such as blogging and ‘citizen journalism’. Websites such as YouTube permit marginal political groups to make statements with global reach” (McNair 13). These ‘inter-networks’ not only provide alternative information for audiences to seek out, but also give audience members the ability to respond to any communication in an immediate and public way. Therefore, the audience member can exert potentially wide reaching influence on the public agenda and dialogue, clearly altering the accept-or-refuse model often applied to mediated communication. Opinion polls provide us with an opportunity to verify this shift away from the ‘hypodermic needle’ approach to communication theory (Sanderson King 61). Just as an audience can be responsible for the success of a theatre or television show based on attendance or viewing numbers, so too have public opinion polls been designed to measure, without nuance, only whether the audience accepts or dismisses what is presented to them through the media. There is little place for any measure of actual thought or opinion. The first indications of an upset in this balance resulted in tremendous surprise, as was the case during the US Clinton/Lewinsky scandal (Lawrence & Bennett 425). Stephanopoulos writes that after a full year of coverage of the Monica Lewinsky ‘scandal’, Clinton’s public approval poll numbers were “higher than ever” while the Republican leaders who had initiated the inquiry were suffering from a serious lack of public support (Stephanopoulos 442). Carpini and Williams also observed that public opinion polls taken during the media frenzy showed very little change of any kind, although the movement that did occur was in the direction of increased support for Clinton. This was in direct contrast to what “…traditional agenda-setting, framing, and priming theory would predict” (Carpini & Williams in Bennett & Entman 177). Zaller confirms that the expectation among news organisations, journalists, and political scientists was never realised; despite being cast by the media in a negative role, and despite the consumption of that negative media, the audience refused to judge the President solely on his framed persona (Zaller in Bennett & Entman 255). It was clear that the majority of the population in the US, and in other countries, were exposed to the information regarding the Clinton scandal. At the height of the scandal, it was almost unavoidable (Zaller in Bennett & Entman 254). Therefore it cannot be said that the information the media provided was not being consumed. Rather, the audience did not agree with the media’s attempts to persuade them, and communicated this through opinion polls, creating something resembling a mass political dialogue. As Lawrence and Bennett discuss in their article regarding the Lewinsky/Clinton public opinion “phenomenon”, it should not be assumed by polling institutions or public opinion watchers that the projected angle of the media will be immediately adopted by the public (Lawerence & Bennett 425). Although the media presented a preferred reading of the text, it could not ensure that the audience would interpret that meaning (Hall in Curran, Gurevitch & Harris 343). The audience’s decoding of the media’s message would have to depend on each audience member’s personal experiences and their impression of the media that was presenting the communication. This kind of response is, in fact, encouraging. If the audience relies on mainstream media to provide a frame and context to all political communication, then they are giving up their civic responsibility and placing complete authority in the hands of those actively involved in the process of communicating events. It could be suggested that the reported increase in the perceived reliabilty of internet news sources (Kinsella 251) can be at least partially attributed to the audience’s increasing awareness of these frames and limitations on mainstream media presentation. With the increase in ‘backstage’ reporting, the audience has become hyper-aware of the use of these strategies in communications. The audience is now using its knowledge and media access to decipher information, as it is presented to them, for authenticity and context. While there are those who would lament the fact that the community driven public is largely in the past and focus their attention on finding ways to see the old methods of communication revived, others argue that the way to move forward is not to regret the existence of an audience, but to alter our ideas about how to understand it. It has been suggested that in order to become a more democratic society we must now “re-conceive audiences as citizens” (Golding in Ferguson 98). And despite Blau’s pronouncement that audiences are “nothing like a public”, he later points out that there is still the possibility of unity even in the most diverse of audiences. “The presence of an audience is in itself a sign of coherence”(Blau 23). As Rothenbuhler writes: There is too much casualness in the use of the word spectator…A spectator is almost never simply looking at something. On the contrary, most forms of spectatorship are socially prescribed and performed roles and forms of communication…the spectator, then, is not simply a viewer but a participant in a larger system. (Rothenbuhler 65) We cannot regress to a time when audiences are reserved for the theatre and publics for civic matters. In a highly networked world that relies on communicating via the methods and media of entertainment, it is impossible to remove the role of the audience member from the role of citizen. This does not necessarily need to be a negative aspect of democracy, but instead a step in its constant evolution. There are positive aspects to the audience/public as well as potential negatives. McNair equates the increase in mediated communication with an increase in political knowledge and involvement, particularly for those on the margins of society who are unlikely to be exposed to national political activity in person. He notes that the advent of television may have limited political discourse to a media-friendly sound bite, but that it still increases the information dispensed to the majority of the population. Despite the ideals of democracy, the majority of the voting population is not extremely well informed as to political issues, and prior to the advent of mass media, were very unlikely to have an opportunity to become immersed in the details of policy. Media have increased the amount of political information the average citizen will be exposed to in their lifetime (McNair 41). With this in mind, it is possible to equate the faults of mass media not with their continued growth, but with society’s inability to recognise the effects of the media as technologies and to adjust education accordingly. While the quality of information and understanding regarding the actions and ideals of national political leaders may be disputed, the fact that they are more widely distributed than ever before is not. They have an audience at all times, and though that audience may receive information via a filtered medium, they are still present and active. As McNair notes, if the purpose of democracy is to increase the number of people participating in the political process, then mass media have clearly served to promote the democratic ideal (McNair 204). However, these positives are qualified by the fact that audiences must also possess the skills, the interests and the knowledge of a public, or else risk isolation that limits their power to contribute to public discourse in a meaningful way. The need for an accountable, educated audience has not gone unnoticed throughout the history of mass media. Cultural observers such as Postman, McLuhan, John Kennedy, and even Pope Pius XII have cited the need for education in media. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. Abstract:

Political activity is expected to be of interest to a knowledgeable electorate, citizenry or ‘public’. Performance and entertainment have, on the other hand, been considered the domain of the ‘audience’. The line between active electorate and passive audience has been continually blurred, and as more political communication is designed along the lines of entertainment, the less likely it seems that the distinction will become clearer any time soon. The following article will attempt to thoroughly evaluate the contemporary implications of terms related to ‘public’ and ‘audience’, and to suggest a path forward in understanding the now intertwined roles of these two entities. In political commentary of all kinds, the term ‘audience’ has come to be regularly used in place of the more traditionally political terms ‘public’, ‘electorate’, ‘constituency’ or even ‘mass’, ‘mob’ and ‘multitude’. (Bratich 249) This slight alteration of language would seem to suggest an ongoing, and occasionally unintentional debate as to whether or not our increasingly mediated society has become incapable of true political discourse – an audience to be courted and won solely on the basis of visual and aural stimulation. In some instances, the debate goes unacknowledged, with authors using the term interchangeably with that of voter or public. Others seem to be making a more definite statement, as do the authors of Campaign Craft, wherein the term ‘audience’ is often used to refer to the voting population. (Shea and Burton) In either case, it is clear that the ‘public’ and the ‘audience’ are no longer to be considered two entirely separate entities. To understand the significance of this shift, it is necessary to identify the traditional distinctions of these sometimes problematic terms. To do so we must look briefly at how the original and contemporary meanings have developed. Herbert Blau writes that “audiences, such as they are, are nothing like a public, certainly nothing like the capitalised Public of another time” (Blau 22). That “capitalised Public” he refers to is perhaps the ideal state envisioned by Greek and Roman philosophers in which the community, as a whole, is maintained by and for its own members, and each individual plays a significant and specific role in its maintenance. The “audiences”, however, can be popularly defined as “the assembled spectators or listeners at a public event such as a play, film, concert, or meeting” or “the people giving attention to something”. (Soanes & Stevenson) The difference is subtle but significant. The public is expected to take some active interest in its own maintenance and growth, while the audience is not expected to offer action, just attention. The authors of Soundbite Culture, who would seem to see the blurring between audience and public as a negative side effect of mass media, offer this description of the differences between these two entities: Audiences are talked to; publics are talked with. Audiences are entertained; publics are engaged. Audiences live in the moment; publics have both memory and dreams. Audiences have opinions, publics have thoughts. (Slayden & Whillock 7) A ‘public’ is joined by more than their attendance at or attention to a single performance and responsible for more than just the experience of that performance. While an audience is expected to do little more than consume the performance before them, a public must respond to an experience with appropriate action. A public is a community, bound together by activity and mutual concerns. An audience is joined together only by their mutual interest in, or presence at, a performance. Carpini and Williams note that the term ‘public’ is no longer an adequate way to describe the complex levels of interaction that form contemporary political discourse: “people, politics, and the media are far more complex than this. Individuals are simultaneously citizens, consumers, audiences…and so forth” (Carpini & Williams in Bennett & Entman 161). Marshall sees the audience as both a derivative of and a factor in the larger, more political popular body called the “masses”. These masses define the population largely as an unorganised political power, while audiences emerge in relation to consumer products, as rationalised and therefore somewhat subdued categories within that scope. He notes that although the audience, in the twentieth century, has emerged as a “social category” of its own, it has developed as such in relation to both the unharnessed political power of the masses and the active political power of the public (Marshall 61-70). The audience, then, can be said to be a separate but overlapping state that rationalises and segments the potential of the masses, but also informs the subsequent actions of the public. An audience without some degree of action or involvement is not a public. Such a definition provides important insights into the debate from the perspective of political communication. The cohesiveness of the group that is to define the public can be undermined by mass media. It has been argued that mass media, in particular the internet, have removed all sense of local community and instead provided an information outlet that denies individual response. (Franklin 23; Postman 67-69) It can certainly be argued that with media available on such an instant and individual basis, the necessity of group gathering for information and action has been greatly reduced. Thus, one of the primary functions of the public is eliminated, that of joining together for information. This lack of communal information gathering can eliminate the most important functions of the public: debate and personal action. Those who tune-in to national broadcasts or even read national newspapers to receive political information are generally not invited to debate and pose solutions to the problems that are introduced to them, or to take immediate steps to resolve the conflicts addressed. Instead, they are asked only to fulfill that traditional function of the audience, to receive the information and either absorb or dismiss it. Media also blur the audience/public divide by making it necessary to change the means of political communication. Previous to the advent of mass media, political communication was separated from entertainment by its emphasis on debate and information. Television has led a turn toward more ‘emotion’ and image-based campaigning both for election and for support of a particular political agenda. This subsequently implies that this public has increasingly become primarily an audience. Although this attitude is one that has been adopted by many critics and observers, it is not entirely correct to say that there are no longer any opportunities for the audience to regain their function as a public. On a local level, town hall meetings, public consultations and rallies still exist and provide an opportunity for concerned citizens to voice their opinions and assist in forming local policy. Media, often accused of orchestrating the elimination of the active public, occasionally provide opportunities for more traditional public debate. In both Canada and the US, leaders are invited to participate in ‘town hall’ style television debates in which audience members are invited to ask questions. In the UK, both print media and television tend to offer opportunities for leaders to respond to the questions and concerns of individuals. Many newspapers publish responses and letters from many different readers, allowing for public debate and interaction. (McNair 13) In addition, newspapers such as The Washington Post and The Globe and Mail operate Websites that allow the public to comment on articles published in the paper text. In Canada, radio is often used as a forum for public debate and comment. The Canadian Broadcast Corporation’s Cross Country Check Up and Cross Talk allows mediated debate between citizens across the country. Regional stations offer similar programming. Local television news programmes often include ‘person on the street’ interviews on current issues and opportunities for the audience to voice their arguments on-air. Of course, in most of these instances, the information received from the audience is moderated, and shared selectively. This does not, however, negate the fact that there is interaction between that audience and the media. Perhaps the greatest challenge to traditional interpretations of media-audience response is the proliferation of the internet. As McNair observes, “the emergence of the internet has provided new opportunities for public participation in political debate, such as blogging and ‘citizen journalism’. Websites such as YouTube permit marginal political groups to make statements with global reach” (McNair 13). These ‘inter-networks’ not only provide alternative information for audiences to seek out, but also give audience members the ability to respond to any communication in an immediate and public way. Therefore, the audience member can exert potentially wide reaching influence on the public agenda and dialogue, clearly altering the accept-or-refuse model often applied to mediated communication. Opinion polls provide us with an opportunity to verify this shift away from the ‘hypodermic needle’ approach to communication theory (Sanderson King 61). Just as an audience can be responsible for the success of a theatre or television show based on attendance or viewing numbers, so too have public opinion polls been designed to measure, without nuance, only whether the audience accepts or dismisses what is presented to them through the media. There is little place for any measure of actual thought or opinion. The first indications of an upset in this balance resulted in tremendous surprise, as was the case during the US Clinton/Lewinsky scandal (Lawrence & Bennett 425). Stephanopoulos writes that after a full year of coverage of the Monica Lewinsky ‘scandal’, Clinton’s public approval poll numbers were “higher than ever” while the Republican leaders who had initiated the inquiry were suffering from a serious lack of public support (Stephanopoulos 442). Carpini and Williams also observed that public opinion polls taken during the media frenzy showed very little change of any kind, although the movement that did occur was in the direction of increased support for Clinton. This was in direct contrast to what “…traditional agenda-setting, framing, and priming theory would predict” (Carpini & Williams in Bennett & Entman 177). Zaller confirms that the expectation among news organisations, journalists, and political scientists was never realised; despite being cast by the media in a negative role, and despite the consumption of that negative media, the audience refused to judge the President solely on his framed persona (Zaller in Bennett & Entman 255). It was clear that the majority of the population in the US, and in other countries, were exposed to the information regarding the Clinton scandal. At the height of the scandal, it was almost unavoidable (Zaller in Bennett & Entman 254). Therefore it cannot be said that the information the media provided was not being consumed. Rather, the audience did not agree with the media’s attempts to persuade them, and communicated this through opinion polls, creating something resembling a mass political dialogue. As Lawrence and Bennett discuss in their article regarding the Lewinsky/Clinton public opinion “phenomenon”, it should not be assumed by polling institutions or public opinion watchers that the projected angle of the media will be immediately adopted by the public (Lawerence & Bennett 425). Although the media presented a preferred reading of the text, it could not ensure that the audience would interpret that meaning (Hall in Curran, Gurevitch & Harris 343). The audience’s decoding of the media’s message would have to depend on each audience member’s personal experiences and their impression of the media that was presenting the communication. This kind of response is, in fact, encouraging. If the audience relies on mainstream media to provide a frame and context to all political communication, then they are giving up their civic responsibility and placing complete authority in the hands of those actively involved in the process of communicating events. It could be suggested that the reported increase in the perceived reliabilty of internet news sources (Kinsella 251) can be at least partially attributed to the audience’s increasing awareness of these frames and limitations on mainstream media presentation. With the increase in ‘backstage’ reporting, the audience has become hyper-aware of the use of these strategies in communications. The audience is now using its knowledge and media access to decipher information, as it is presented to them, for authenticity and context. While there are those who would lament the fact that the community driven public is largely in the past and focus their attention on finding ways to see the old methods of communication revived, others argue that the way to move forward is not to regret the existence of an audience, but to alter our ideas about how to understand it. It has been suggested that in order to become a more democratic society we must now “re-conceive audiences as citizens” (Golding in Ferguson 98). And despite Blau’s pronouncement that audiences are “nothing like a public”, he later points out that there is still the possibility of unity even in the most diverse of audiences. “The presence of an audience is in itself a sign of coherence”(Blau 23). As Rothenbuhler writes: There is too much casualness in the use of the word spectator…A spectator is almost never simply looking at something. On the contrary, most forms of spectatorship are socially prescribed and performed roles and forms of communication…the spectator, then, is not simply a viewer but a participant in a larger system. (Rothenbuhler 65) We cannot regress to a time when audiences are reserved for the theatre and publics for civic matters. In a highly networked world that relies on communicating via the methods and media of entertainment, it is impossible to remove the role of the audience member from the role of citizen. This does not necessarily need to be a negative aspect of democracy, but instead a step in its constant evolution. There are positive aspects to the audience/public as well as potential negatives. McNair equates the increase in mediated communication with an increase in political knowledge and involvement, particularly for those on the margins of society who are unlikely to be exposed to national political activity in person. He notes that the advent of television may have limited political discourse to a media-friendly sound bite, but that it still increases the information dispensed to the majority of the population. Despite the ideals of democracy, the majority of the voting population is not extremely well informed as to political issues, and prior to the advent of mass media, were very unlikely to have an opportunity to become immersed in the details of policy. Media have increased the amount of political information the average citizen will be exposed to in their lifetime (McNair 41). With this in mind, it is possible to equate the faults of mass media not with their continued growth, but with society’s inability to recognise the effects of the media as technologies and to adjust education accordingly. While the quality of information and understanding regarding the actions and ideals of national political leaders may be disputed, the fact that they are more widely distributed than ever before is not. They have an audience at all times, and though that audience may receive information via a filtered medium, they are still present and active. As McNair notes, if the purpose of democracy is to increase the number of people participating in the political process, then mass media have clearly served to promote the democratic ideal (McNair 204). However, these positives are qualified by the fact that audiences must also possess the skills, the interests and the knowledge of a public, or else risk isolation that limits their power to contribute to public discourse in a meaningful way. The need for an accountable, educated audience has not gone unnoticed throughout the history of mass media. Cultural observers such as Postman, McLuhan, John Kennedy, and even Pope Pius XII have cited the need for education in media. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. Abstract:

Introduction This year, 2008, marks the tenth anniversary of the portable MP3 player. MPMan F10, the first such device to utilise the MP3-encoding format, was launched in March 1998 (Smith). However it was not until April 2003 when Apple Inc launched the iPod that the market began the massive growth that has made the devices almost ubiquitous in everyday life. In 2006 iPods were rated as more popular than beer amongst college students in the United States, according to Student Monitor. Beer had only previously surpassed in popularity once before, in 1997, by the Internet (Zeff). This year will also see the launch in Australia of the latest offering in this line of products – the iPhone – which incorporates the popular MP3 player in an advanced mobile phone. The iPhone features a touch-sensitive flat screen that serves as the interface for its operating system. While the design is striking, it also generates accessibility problems. There are obvious implications for those with vision impairments when there are no physical markers to point towards the phone’s functions (Crichton). This article critically examines the promise of Internet-based digital technology to open up the world to people with disabilities, and the parallel danger that the social construction of disability in the digital environment will simply come to mirror pre-existing analogue discrimination. This paper explores how technologies and innovations designed to improve access by the disabled actually enhance access for all users. The first part of the paper focuses on ‘Web 2.0’ and digital access for people with disability, particularly those with vision impairment. The online software that drives the iPod and iPhone and exclusively delivers content to these devices is iTunes. While iTunes seems on the surface to provide enormous opportunity for the vision impaired to access a broad selection of audio content, its design actually works to inhibit access to the platform for this group. Apple promotes the use of iTunes in educational settings through the iTunes U channel, and this potentially excludes those who have difficulty with access to the technology. Critically, it is these excluded people who, potentially, could benefit the most from the new technology. We consider the difficulty experienced by users of screen readers and braille tablets in relation to iTunes and highlight the potential problems for universities who seek to utilise iTunes U. In the second part of the paper we reframe disability accessibility as a principle of universal access and design and outline how changes made to assist users with disability can enhance the learning experience of all students using the Lectopia lecture recording and distribution system as an example. The third section of the paper situates these digital developments within the continuum of disability theory deploying Finkelstein’s three stages of disability development. The focus then shifts to the potential of online virtual worlds such as Second Life to act as a place where the promise of technology to mediate for disability might be realised. Goggin and Newell suggest that the Internet will not be fully accessible until disability is considered a cultural identity in the same way that class, gender and sexuality are. This article argues that accessibility must be addressed through the context of design and shared open standards for digital platforms. Web 2.0 and Accessibility The World Wide Web based its successful development on a set of common standards that worked across different software and operating systems. This interoperability held out great opportunity for the implementation of enabling software for those with disability, particularly sight and hearing impairments. The increasing sophistication and diversification of online content has confounded this initial promise. Websites have become more complex, particularly with the rise of ‘Web 2.0’ and the associated trends in coding and website design. This has aggravated attempts to mediate this content for a disabled audience through software (Zajicek). As Wood notes, ‘these days many computers are used principally to access the Internet – and there is no telling what a blind person will encounter there’. As the content requiring translation – either from text into audio or onto a braille tablet, or from audio into text captions – become less standardised and more complex, it becomes both harder for software to act as a translator, and harder to navigate this media once translated. This is particularly the case when links are generated ‘on the fly’ for each view of a website and where images replace words as hyperlinks. These problems can trace their origin to before the development of the World Wide Web. Reihing, addressing another Apple product in 1987 notes: The Apple Macintosh is particularly hard to use because it depends heavily on graphics. Some word processors ‘paint’ pictures of letters on the screen instead of using standard computer codes, and speech or braille devices can’t cope (in Goggin and Newell). Web 2.0 sites loaded with Ajax and other forms of Java scripting present a particular challenge for translation software (Zajicek). iTunes, an iconic Web 2.0 application, is a further step away from easily translated content as proprietary software that while operating though the Internet, does not conform to Web standards. Many translation software packages are unable to read the iTunes software at all or are limited and only able to read part of the page, but not enough of it to use the program (Furendal). As websites utilising ‘Web 2.0’ technology increase in popularity they become less attractive to users who are visually impaired, particularly because the dynamic elements can not be accessed using screen readers provided with the operating system (Bigham, Prince and Ladner). While at one level this presents an inability for a user with a disability to engage with the popular software, it also meant that universities seeking to use iTunes U to deliver content were excluding these students. To Apple’s credit they have taken some of these access concerns on board with the recent release of both the Apple operating system and iTunes, to better enable Apple’s own access software to translate the iTunes screen for blind users. However this also illustrates the problems with this type of software operating outside of nominated standards as there are still serious problems with access to iTunes on Microsoft’s dominant Windows operating system (Furendal). While Widows provides its own integrated screen reading software, the company acknowledges that this is not sufficiently powerful for regular use by disabled users who will need to use more specialised programs (Wood). The recent upgrade of the standard Windows operating system from XP to Vista seems to have abandoned the previous stipulation that there was a keyboard shortcut for each operation the system performed – a key requirement for those unable to use a visual interface on the screen to ‘point and click’ with a mouse (Wood). Other factors, such as the push towards iTunes U, explored in the next section, explain the importance of digital accessibility for everyone, not just the disabled as this technology becomes ubiquitous. The use of Lectopia in higher education demonstrates the value of flexibility of delivery to the whole student population, inclusive of the disabled. iPods and Higher Education iTunes is the enabling software supporting the iPod and iPhone. As well as commercial content, iTunes also acts as a distribution medium for other content that is free to use. It allows individuals or organisations to record and publish audio and video files – podcasts and vodcasts – that can be automatically downloaded from the Internet and onto individual computers and iPods as they become available. Significantly this technology has provided opportunities for educational use. iTunes U has been developed by Apple to facilitate the delivery of content from universities through the service. While Apple has acknowledged that this is, in part, a deliberate effort to drive the uptake of iTunes (Udell), there are particular opportunities for the distribution of information through this channel afforded by the technology. Duke University in the United States was an early adopter, distributing iPods to each of its first-year students for educational use as early as 2004 (Dean). A recent study of students at The University of Western Australia (UWA) by Williams and Fardon found that students who listen to lectures through portable media players such as iPods (the ‘Pod’ in iPod stands for ‘portable on demand’) have a higher attendance rate at lectures than those who do not. In 1998, the same year that the first portable MP3 player was being launched, the Lectopia (or iLecture) lecture recording and distribution system was introduced in Australia at UWA to enable students with disabilities better access to lecture materials. While there have been significant criticisms of this platform (Brabazon), the broad uptake and popularity of this technology, both at UWA and at many universities across Australia, demonstrates how changes made to assist disability can potentially help the broader community. This underpins the concept of ‘universal design’ where consideration given to people with disability also improves the lives of people without disability. A report by the Australian Human Rights and Equal Opportunity Commission, examined the accessibility of digital technology. Disability issues, such as access to digital content, were reframed as universal design issues: Disability accessibility issues are more accurately perceived in many cases as universal access issues, such that appropriate design for access by people with disabilities will improve accessibility and usability for … the community more generally. The idea of universal access was integral to Tim Berners-Lee’s original conception of the Web – however the platform has developed into a more complex and less ordered environment that can stray from agreed standards (Edwards, "Stop"). iTunes comes with its own accessibility issues. Furendal demonstrated that its design has added utility for some impairments notably dyslexia and colour blindness. However, as noted above, iTunes is highly problematic for those with other vision impairment particularly the blind. It is an example of the condition noted by Regan: There exists a false perception among designers that accessibility represents a restriction on creativity. There are few examples that exist in the world that can dissuade designers of this notion. While there are no technical reasons for this division between accessibility and design, the notion exists just the same. The invisibility of this issue confirms that while an awareness of differing abilities can assist all users, this blinkered approach to diverse visual acuities is not only blocking social justice imperatives but future marketing opportunities. The iPhone is notable for problems associated with use by people with disabilities, particularly people with hearing (Keizer) and vision impairments (Crichton). In colder climates the fact that the screen would not be activated by a gloved hand has also been a problem, its design reflects bias against not just the physically impaired. Design decisions reflect the socially constructed nature of disability where disability is related to how humans have chosen to construct the world (Finkelstein ,"To Deny"). Disability Theory and Technology Nora Groce conducted an anthropological study of Martha’s Vineyard in the United States. During the nineteenth century the island had an unusually high incidence of deafness. In response to this everyone on the island was able to communicate in sign language, regardless of the hearing capability, as a standard mode of communication. As a result the impairment of deafness did not become a disability in relation to communication. Society on the island was constructed to be inclusive without regard to a person’s hearing ability. Finkelstein (Attitudes) identified three stages of disability ‘creation’ to suggest disability (as it is defined socially) can be eradicated through technology. He is confident that the third phase, which he argues has been occurring in conjunction with the information age, will offset many of the prejudicial attitudes established during the second phase that he characterised as the industrial era. Digital technologies are often presented as a way to eradicate disability as it is socially constructed. Discussions around the Web and the benefits for people with disability usually centre on accessibility and social interaction. Digital documents on the Internet enable people with disability greater access than physical spaces, such as libraries, especially for the visually impaired who are able to make use of screen readers. There are more than 38 million blind people who utilise screen reading technology to access the Web (Bigham, Prince and Ladner). A visually impaired person is able to access digital texts whereas traditional, analogue, books remain inaccessible. The Web also allows people with disability to interact with others in a way that is not usually possible in general society. In a similar fashion to arguments that the Web is both gender and race neutral, people with disability need not identify as disabled in online spaces and can instead be judged on their personality first. In this way disability is not always a factor in the social encounter. These arguments however fail to address several factors integral to the social construction of disability. While the idea that a visually impaired person can access books electronically, in conjunction with a screen reader, sounds like a disability-free utopia, this is not always the case as ‘digital’ does not always mean ‘accessible’. Often digital documents will be in an image format that cannot be read by the user’s screen reader and will need to be converted and corrected by a sighted person. Sapey found that people with disabilities are excluded from informational occupations. Computer programming positions were fourth least likely of the 58 occupations examined to employ disabled people. As Rehing observed in 1987, it is a fantasy to think that accessibility for blind people simply means turning on a computer (Rehing in Goggin and Newell). Although it may sound empowering for people with disability to interact in an environment where they can live out an identity different from the rhythm of their daily patterns, the reality serves to decrease the visibility of disability in society. Further, the Internet may not be accessible for people with disability as a social environment in the first place. AbilityNet’s State of the eNation Web Accessibility Report: Social Networking Sites found a number of social networking sites including the popular MySpace and Facebook are inaccessible to users with a number of different disabilities, particularly those with a visual impairment such as blindness or a cognitive disability like dyslexia. This study noted the use of ‘Captcha’ – ‘Completely Automated Public Turing test to tell Computers and Humans Apart’ – technology designed to differentiate between a person signing up for an account and an automated computer process. This system presents an image of a word deliberately blurred and disfigured so that it cannot be readily identified by a computer, which can only be translated by a human user. This presents an obstacle to people with a visual impairment, particularly those relying on transcription software that will, by design, not be able to read the image, as well as those with dyslexia who may also have trouble translating the image on the screen. Virtual Worlds and New Possibilities The development of complex online virtual worlds such as Second Life presents their own set of challenges for access, for example, the use of Captcha. However they also afford opportunity. With over a million residents, there is a diversity of creativity. People are using Second Life to try on different identities or campaign for causes relevant in the real world. For example, Simon Stevens (Simon Walsh in SL), runs the nightclub Wheelies in the virtual world and continues to use a wheelchair and helmet in SL – similar to his real-life self: I personally changed Second Life’s attitude toward disability when I set up ‘Wheelies’, its first disability nightclub. This was one of those daft ideas which grew and grew and… has remained a central point for disability issues within Second Life. Many new Disabled users make contact with me for advice and wheelies has helped some of them ‘come out’ and use a wheelchair (Carter). Able-bodied people are also becoming involved in raising disability awareness through Second Life, for example Fez Richardson is developing applications for use in Second Life so that the non-disabled can experience the effects of impairment in this virtual realm (Cassidy) Tertiary Institutions are embracing the potential of Second Life, utilising the world as a virtual classroom. Bates argues that Second Life provides a learning environment free of physical barriers that has the potential to provide an enriched learning experience for all students regardless of whether they have a disability. While Second Life might be a good environment for those with mobility impairment there are still potential access problems for the vision and hearing impaired. However, Second Life has recently become open source and is actively making changes to aid accessibility for the visually impaired including an audible system where leaves rustle to denote a tree is nearby, and text to speech software (Sierra). Conclusion Goggin and Newell observe that new technology is a prominent component of social, cultural and political changes with the potential to mitigate for disability. The uneven interface of the virtual and the analogue, as demonstrated by the implementation and operation of iTunes, indicates that this mitigation is far from an inevitable consequence of this development. However James Edwards, author of the Brothercake blog, is optimistic that technology does have an important role in decreasing disability in wider society, in line with Finkelstein’s third phase: Technology is the last, best hope for accessibility. It's not like the physical world, where there are good, tangible reasons why some things can never be accessible. A person who's blind will never be able to drive a car manually; someone in a wheelchair will never be able to climb the steps of an ancient stone cathedral. Technology is not like the physical world – technology can take any shape. Technology is our slave, and we can make it do what we want. With technology there are no good reasons, only excuses (Edwards, "Technology"). Internet-based technologies have the potential to open up the world to people with disabilities, and are often presented as a way to eradicate disability as it is socially constructed. While Finkelstein believes new technologies characteristic of the information age will offset many of the prejudicial attitudes established during the industrial revolution, where technology was established around able-bodied norms, the examples of the iPhone and Captcha illustrate that digital technology is often constructed in the same social world that people with disability are routinely disabled by. The Lectopia system on the other hand enables students with disabilities to access lecture materials and highlights the concept of universal access, the original ideology underpinning design of the Web. Lectopia has been widely utilised by many different types of students, not just the disabled, who are seeking flexibility. While we should be optimistic, we must also be aware as noted by Goggin and Newell the Internet cannot be fully accessible until disability is considered a cultural identity in the same way that class, gender and sexuality are.
