Upchurch for state help in drafting legislation to require development controls around Falls Lake was turned down Thursday by James A. Summers, secretary of natural resources and community development. In a letter to Upchurch, Summers said he still hoped that cities and counties around the lake would adopt local standards voluntarily. Jack Coggins may challenge Andrews in 4th J.J. "Jack" Coggins said Thursday night that he probably would challenge Rep.

Ike F. Andrews for the 4th Congressional District Democratic nomination. "I've explored it pretty thoroughly," Coggins said. "I haven't made a final decision, but I'm leaning toward it heavily. "There's a very good chance that I will'" file Monday, he said.

Andrews has been reelected five times since then. In the 1972 Democratic primary, Coggins got 25,642 to Andrews' 24,763. In the second primary, Andrews got 35,604 votes, and Coggins got 32,936.

Coggins, 63, a Raleigh builder, a former state senator and former mayor of Raleigh. He said in a telephone interview Thursday night: "Things look mighty good. I just want to reconcile myself to it." He said, "I think the voters should have more options." An Andrews-Coggins-Lee contest generally would give the district's Democratic electorate a choice between a moderate incumbent and conservative and liberal challengers. The 4th District consists of Wake, Chatham, Franklin, Randolph and Orange counties. In 1972, the district consisted of Wake, Durham, Orange and Randolph counties.

Highway Patrol identified the victim as Joseph C. Davis, 33, manager of a Wilson tractor company. The car continued north at a high rate of speed and struck a stop sign on an exit ramp from U.S. 64, which passes over S.R.

The car began rolling but continued up a 71-foot uphill slope, Hewitt said.
